Short answer. Surgical scrubs are a subset. Medical scrubs cover the broader clinical uniform. OR-issued greens are often facility-owned; floor medical scrubs are usually what you buy and launder yourself.
Where the line is
If your hospital issues and collects the garment for the sterile field, that is surgical attire. If you buy, wash, and wear it on the floor, that is medical scrubs. Some people use both on the same day.
