Short answer. Most floors do not require a matched set. Same-color top and pant looks finished. Mixing colors only works when both pieces are as considered as each other.
When matching helps
A matched set photographs better for IDs, looks intentional in hallways, and is easier to grab in the dark. Mixing is a style choice, not a requirement.
If you mix
Stay in one family: navy with dark navy, black with grey. Burgundy with lime is a costume.
