Short answer. Sometimes. The cuff or flare has to hit the shoe, not the floor. If the rise is right and the hem is a train, hem it. Do not size down in the waist to fake a shorter pant.
Joggers vs flare
A jogger cuff is more forgiving. Fashion Flare needs the flare to start at the right point. Check the hem before clinicals.
A 5’2″ rule of thumb
The pant should kiss the shoe with a slight break, not stack. Stack is not extra fabric you might grow into.
