Short answer. The hem has to be right before you sit. Too long and you pin fabric under a rolling chair. Too short and you lose the flare. Sit in the fitting logic, not only stand.

Rolling stools will catch a train. If you work on stools, hem with that in mind.

Pick the fabric up with your knees, not your hands, if the hem is honest. If you have to fist the flare, it is long.
