Short answer. Cold wash, low dry, pull the hem straight when they come out. High heat is the shrink. Medical scrubs are not towels.

Heavy cotton cooks elastane. Wash medical scrubs with medical scrubs, or with other dark lights — not with bath sheets.
If they already shrank
You cannot reliably stretch a cooked cuff back to honest. Replace the pant.
