Short answer. Rise and inseam have to be right. If you hike fabric on every stair, the crotch is low or the pant is long. A jumpsuit should climb like clothing, not like a costume.

Hands full, stairs, no extra fist of cloth. If that fails, the size is wrong.
Tie waist
